Rate limits are hourly anti-abuse throttles, not extra caps. Your monthly tokens are one shared pool you can spend however you like; these three buckets just stop any single job from burning it all at once, and each refills on its own so one never blocks the others.

pay-as-you-go overage
Need to run past your allowance?
On a paid plan you can switch on overage from your billing settings. When you reach your monthly allowance, head-mod keeps working instead of pausing, every token past your plan is billed at the metered overage rate. Usage can run up to 2× your plan’s monthly allowance; beyond that it stops and it’s time to move up a plan. You’re only billed for overage you actually use, and you can turn it off anytime.
